I might suggest an alternate approach for your scenario; it’s easy enough to have the WDS server actually serve up the Linux installation, eliminating the need for a dedicated Linux PXE server at all.
Yes this is correct, you don't need static IP's for PXE, but I think going down PXE booting is beyond the scope of what you're trying to do. PXE booting is generally for booting operating systems or a pre-boot environment for installing an operating system. You can't just mount an ISO and PXE boot off it.

With USB3.0 speeds, it will likely be faster to utilize either of these two vs. PXE, though PXE is a much more familiar means to deploy. I even found a few articles on the web about leveraging WinRE10 and wireless drivers. That would remove the need to have a USB hub (due to a single USB port on the Miix). Good luck!
